When is a Member of Parliament "off duty" Mr Horan?

http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&objectid=10882737

Today, I am starting to write this new blog - as a migrant New Zealander to my fellow New Zealanders and all others who may read this.

I read an article in NZ Herald today which states "Horan defends Gilmore" and I have put the web address at the top for anyone to go there and read that article. In brief, it is one MP Mr Horan, who was sacked from NZ First last year, trying to defend another MP Mr Aaron Gilmore, who has hogged the news in last week or thereabouts for all the wrong reasons and admitted as being the "dickhead" on the night after which this scandal broke up.

The subject of this blog is very tiny and brief - in fact, as such inconsequential - the following is reported in New Zealand Herald article:

Mr Horan told Radio New Zealand this morning Mr Gilmore, who has been encouraged by Prime Minister John Key to resign, was the victim of a trial by media.
"He's in a difficult situation and once again, what did he do? He went out and he got drunk and he was stupid," Mr Horan said.
"I can speak from experience here when I say trial by media is not fair in so many cases. In my case it was demonstrably false, so I'm not about to judge Aaron Gilmore on what I read."
Mr Gilmore was "off duty" when the incident happened so shouldn't be treated the way he has been, said Mr Horan.
My question to Mr Horan is very simple, which I am posing to all to be enlightened:
1. When is a Member of Parliament "off duty"? Can you Mr Horan enlighten me on that one please as my humble understanding is that some of the people in certain walks of life can never be "off duty" such as a lawyer, or a doctor or a Parliamentarian (the last one actually getting paid by the people of his country!) etc. - the list is not exhaustive. But can I say, just to give you an example, as I am an enrolled solicitor and barrister in the High Court of New Zealand, can I say to someone, after committing some gross impropriety say at around 10:00 pm in the night where no one may be a witness other than the victim - that sorry, I was "off duty" and was not an "enrolled solicitor and barrister" at the material point of time? I am sincerely wanting to know what do you mean when you say the Member of Parliament, in this case Mr Gilmore, was off duty. Please enlighten me and I am sure there are many more who would like to know about this.
2. You reportedly said that "he was drunk and he was stupid" - my second question is, how do you justify us, the normal New Zealanders like me, Tom, Dick and Harry etc. to be paying around $144000 to someone who is so stupid and as per the things taking shape right now, we the tax-payers are burdened with that stupid person till the election takes place next year (at least till then) and we have another person, who goes out to defend that stupid person while acknowledging that he was stupid (you Sir) who is also getting something in that range. While I am delighted that if someday, I come to be declared as "stupid", I assume I would be sitting in Parliament getting something in the range of $144000 which is fabulous, isn't it? You too were kicked out by NZ First so I understand your sympathy for a fellow "stupid" as it must be very lonely in one of those last benches in the Parliament and no one wanting to talk to you as such as otherwise, they may be "bracketed" to be "stupid/s" by association.
Though to be fair to you, I must say that I am appalled at the "trial by media" in your case and in case of Mr Gilmore (what a dickhead he had been, having a friend who went viral with text messages and accusations - indeed he must be stupid number one to have such a friend in the first place - OMG). I hate trials by media. I think all of you, Mr Gilmore, you, Mr John Banks - who forgot a helicopter trip to Kim Dotcom's mansion and many donations listed as anonymous etc. and many like fellows shall be arraigned before a Special Court created for people who are in Parliament and effectively thereby are in Public Life but do not want to be accountable to Public or Press (which keeps on representing Public and ask questions on behalf of that Public). No Sir, you are absolutely on your money when you say, there shall be no trials by media. Instead, I would prefer something like olden days in France when after the French Revolution, the Revolutionaries used some other means to extinguish the careers of those who were dethroned or a Special Court which at least tries you all expeditiously and at a cost which is less than $144000 per head at least.
I come from a country known for its corruption in politics and public life. One of the main reasons for me to immigrate to this country which I call my beloved home is that I was getting tired of fighting against corrupt practices of devious kinds in my country and that at the end of the day, I wanted to live my life on my terms - however, I would propose that fellows like you, Mr Gilmore and Mr Banks etc. are required to be sent on a long term tour of India or some such country and I am very sure that your skills, temperament and views and your political expertise will be appreciated there so much that some of the political parties would entice you all shining stars of New Zealand Parliament to be employed gainfully and make very good money (much more than $144000 Sir) for a long period of time. I also can assure you that most of the time, all our politicians are getting immunity from Courts of Law, Police, Anti-Corruption Bureau, Central Bureau of Investigation, Judicial Committees formed to investigate the corruption, Judicial Committees formed to investigate what the earlier formed Judicial Commissions were doing and why, etc. etc. - the list is so endless that I started to believe in so many Gods required to run my country of birth and also requiring one than more births to enjoy all that.
When do you propose to be transported Sir? That is the concluding question I would ask after you answer my first question, when does a Member of Parliament can be off duty? Thank you and have a good day.
